Hamasaka Says Chella Tukuta Does Not Speak for Government

State House Chief Communication Specialist Clayson Hamasaka has distanced the Government from comments attributed to presidential biographer Chella Tukuta, reportedly concerning people who supported the Tonse Alliance.

Hamasaka said Tukuta’s personal views should not be interpreted as representing the official position of Government or State House.

Hamasaka Clarifies Government Position

According to Hamasaka, Tukuta should be allowed to express himself and make comments on issues of his choice, including through his personal social media platforms.

However, he stressed that statements made by the presidential biographer in his individual capacity should not automatically be regarded as Government policy or official communication from the State.

The clarification comes amid reactions to comments allegedly made by Tukuta in relation to people who supported the Tonse Alliance during the recent political contest.

Individual Views Do Not Represent Government

Hamasaka emphasised that Zambia is a country where citizens can hold different political views while still qualifying for employment or appointment to public positions.

He said having political differences does not, by itself, prevent a Zambian from being considered for a public position, provided the person meets the necessary requirements.

The State House official said the distinction between personal political opinions and official Government positions is important, particularly when individuals associated with the ruling party or Government comment publicly on political matters.

UPND Members Also Express Personal Opinions

Hamasaka further pointed out that there are many members and supporters of the United Party for National Development (UPND) who regularly comment on various issues.

He said their individual statements should not automatically be interpreted as official Government positions simply because they are affiliated with the ruling party.

The clarification appears aimed at separating personal political commentary from the official position of the Government.

State House Seeks to Draw a Clear Line

The comments also highlight the distinction between individuals who may have close associations with political figures and those officially authorised to speak on behalf of Government.

Hamasaka maintained that Tukuta is entitled to express his personal views, but those views should remain separate from Government policy and official State House communication.

The clarification comes at a politically sensitive period following Zambia’s 2026 General Election, with debate continuing around political affiliation, public appointments and the treatment of citizens with differing political views.

For now, State House has made clear that comments attributed to Tukuta should be understood as his personal views and not as a statement or threat issued on behalf of the Zambian Government.
